The Team:


The BlueLabs Government Analytics practice is at the forefront of revolutionizing the ways that citizens use and learn about government services. Our team specializes in creating personalized nudges that empower people with the information they need to take action and make informed choices. We work closely with internal government innovation groups and build on the analytics informed feedback loops pioneered in e-commerce, advocacy, politics, and consumer finance. 


The Project:

Our work focuses on identifying strategies to apply data and analytics techniques to ensure Center for Medicare & Medicaid Services (CMS) continuously improves its employee and contractor experience for the 6000 employees and 26,000 contactors. This work has taken particular urgency during the COVID-19 crisis, as personnel are simultaneously personally impacted by and critical to the response to the pandemic. Your project will be focused on several key areas, including people analytics data improvement, COVID-19 emergency response, internal customer service analytics,


Who you are:

While people analytics can be abstract, providing analysis of people and processes so those individuals remain happy, safe, and effective, the impacts are far from it. You are a visionary in translating large-scale business needs into specific technical tasks – and your enthusiasm for cutting through noise and focusing technical teams towards large-scale real-world problems is infectious. You may or may not have previous people analytics experience, but you understand the role of strong operations in ensuring success during critical moments. You are comfortable working across the spectrum from strategic to tactical – everything from helping your colleagues in government envision how they can respond to long term trends in technology workforce availability to negotiating the specific data elements your team will receive.


What you'll do:

  • Oversee BlueLabs engagement supporting the creating of a human capital data capability within CMS.
  • Develop evaluation strategies for measuring impact of operational changes within CMS. ‘
  • Serve as a thought leader within the CMS community about how relevant access—and application of robust data science techniques—to operational data helps the agency to meet its goals
  • Lead CMS employee contact tracing program.
  • Strive to support team excellence by developing high quality documentation.
  • Manage a direct team of 5, and coordinate work of additional matrixed team members as needed.
  • Develop the annual learning agenda including design of randomized trials, identification of natural experiments, and design of post-open enrollment analysis. 
  • Facilitate calls with government stakeholders to assess progress and plan upcoming activities. 
  • Closely work with engineers to identify and troubleshoot issues in database performance or data transfers. 
  • Coordinate with CMS stakeholders to prioritize and delegate analysis and engineering tasks.  
  • Coordinate sync processes and troubleshoot data discrepancies with upstream data sources.  
  • Supervise analysis and consulting work product – ensuring not only that tasks are completed but that each element of the work product tells a story.
  • Work both independently and as part of a team to deliver accurate products on short deadlines.

You probably have:

  • Demonstrated success ensuring a high-quality work product and managing team workflows and timelines.  
  • Experience assigning work, leading, and growing team members -- This may or may not have been as a formal people manager.
  • Proficient understanding of how to manipulate data with SQL.
  • Experience going from insight to impact: Using the results of your analysis to tell a story through visualization, presentation, and writing. 
  • The ability to effectively communicate technical concepts to a non-technical audience, both in writing and verbally.
  • Experience working in large and/or messy datasets.  
  • Progressive work experience using data about people.


You may have:

  • Experience with operational, helpdesk, or people analytics.
  • Experience working with healthcare eligibility & enrollment data.
  • Experience leading complex consulting projects
  • Proficiency in one or more general or statistical programming languages such as Python, Ruby or R – and/or interest learning new ones.
  • An undergraduate degree in a quantitative or social science field or equivalent technical training.


In order to be qualified for this position you must currently have or be able to obtain and maintain a public trust security clearance, which requires either US Citizenship or 3 years of US residency.


The salary for this role is $105,000+ annually.
